(1) If any private street has been upgraded under section 56 and the majority of the owners of such street shall declare or the owners of lands or bui rity ldings on such street express their consent in writing, the Development Autho the same to be a public street. (2) If the Development Authority decides for reasons to be recorded in writing, to take over a private street, whether upgraded or not, it may, notwith- standing anything contained in this section, declare such street to be a public street. .(3) Upon a private street being declared by the Development Authority under sub-section (1) or sub-section (2), as the case may be, to be apubl rom ic str ll encum- eet, such private street shall vest in the Development Authority, free f a brances, with effect from the date of such declaration.
