(1) The State Government shall, by notification, constitute a Development Authority for New Town, Kolkata (hereinafter referred to in this Act as the Development Authority), for carrying out the purposes of this Act. (2) The Development Authority shall consist of— Powers and functions of the Chairman. Terms of office of Chairman, Member- Secretary and other members. (a) a Chairman; (b) a Member-Secretary; and (c) such other members, not exceeding seven, as the State Government may deem fit. (3) The Chairman, the Member-Secretary and the other members shall be appointed by the State Government and shall hold office for a period of five years or for such lesser period, as the State Government may deem fit and shall be eligible to be re-appointed for a further period not exceeding five years. (4) Notwithstanding anything contained in this section, the State Government may, at any time, re-constitute the Development Authority.
