Notwithstanding anything contained in this Act or in any other law for the time being in force, the Development Authority may, if it is of opinion that it is necessary so to do in the public interest, transfer by contract or otherwise, with the prior approval of the State Government, any function or functions of the Development Authority under this Act to any ontanisation including a Govern- ment Organisation, in such manner, and on such terms and conditions, as may be determined by the DeVelopment Authority and approved by the State Government: Provided that such transfer of function or functions of the Development Authority to such organisation shall not absolve the Development Authority from the responsibility of carrying out the provisions of this Act in relation to the function or functions so transferred.
