(1) No person shall, without any authority in that behalf, remove earth, sand or other material form or deposit any matter in, or make any encroachment on, any land vested in the Development Authority or in any way obstruct such land. (2) No person shall interfere with, or encroach upon, or otherwise damage, any property belonging to, or vested in the Development Authority. Validity of notices and other documents. (1) The State Government may, after previous publication, make rules for carrying out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the matters which under any provision of this Act are required to be prescribed or to be provided for by rules. (3) All rules made under this Act shall be laid for not less than fourteen days before the State Legislature as soon as possible after they are made and shall be subject to such modification as the State Legislature may make during the session in which they are so laid. Any modification of the said rules made by the State Legislature shall be published in the Official Gazette, and shall, unless some later date is appointed by the State Government, come into force on the date of such publication. (4) Notwithstanding anything contained in sub-section (1) or sub-section (2) of this section or elsewhere in this Act, till such time as the State Government makes rules under this Act, the rules made under,he West Bengal Municipal Act, 1993, and in force immediately before the commencement of this Act shall, so far as they are not inconsistent with the provisions of this Act, be deemed to be the rules made under this Act, and the provisions of sub-section (3) shall not apply to any rules deemed under this sub-section to be the rules made under this Act.
