Any person who has been convicted of an offence punishable under this Act or the rules or the regulations made thereunder shall, without prejudice to any punishment to which he may subject, be liable to pay such compensation for any damage to any property of the DevelopmentAuthority resulting from such offence as the Development Authority may consider reasonable.
