(1) Any person who has been served with a written notice under sub- section (1) of section 143 in which a period for receiving objections has been specified may, within such period, deliver to the Development Authority or the officers of the Development Authority, as the case may be, a written objection setting forth the reasons which he may desire to urge for the withdrawal or modification of such notice.
