If any street or public place under the control of Government or any statutory body is not properly or regularly scavenged or is, in the opinion of the Chairman, in a filthy and unwholesome condition, the Chairman may, by a notice, in writing, require the owner or the occupier to do the scavenging or cleansing or may cause scavenging or cleansing to be done, and the cost of such scavenging or cleansing shall be recovered from the owner or the occupier thereof, as the case maybe.
