(1) The Chairman may make such special arrangements, whether permanent or temporary, as he considers adequate for maintaining sanitation in the vicinity of any place of religious worship or institution or place to which a large number of people resort on particular occasions or in any place used for holding fairs, festivals, sports or cultural or social events. (2) The Chairman may require any person having control over any such place to pay to the Development Authority fees at such rates as the Development Authority may determine. West Ben.
