The owner or the occupier of a building or land shall be entitled to cause his drains to empty into the drains of the Development Authority after obtaining permission, in writing, of the Chairman, and such owner or occupier, as the case maybe, shall comply with such conditions relating to the communi- cations between private drains and the drains of the Development Authority as the Chairman may deem fit to impose.
