The authorities of the University may make regulations consis- tent with the provisions of this Act, the Statutes and the Ordinances for the conduct of their own business and that of the committees, if any, appointed by them and not provided for in this Act or the Statutes or the Ordinances. CHAPTER VII Transitory provisions The First 41. (1) The Governor of West Bengal holding Office at the date of Chancellor- publication of this Act in the Official Gazette shall be the first Chancellor 'of the University. 190 The Netaji Subhas Open University Act, 1997. For the first constitution of the Executive Council, the Academic Council and other authorities of the University, the first Chancellor shall nominate members thereof in accordance with the provisions of this Act.
