(1) Any Councillor may give notice of raising discussion on a matter of urgent public importance to the Secratary, specifying the matter to be raised. (2) Such notice supported by the signature of at least two other elected members shall reach the Secretary at least forty-eight hours before the date on which such discussion is sought and the Secretary shall place it before the Chairman or, in his absence, any member of the panel of Presiding Officers and circulate the same among the members in such manner as he may think fit.
