(1) The State Government may, after previous publication in the Official Gazette, make rules for carrying out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the matters which under any provisions of this Act are required to be prescribed or to be provided for by rules. (3) Notwithstanding anything contained in the foregoing provisions of this section or elsewhere in this Act, till such time as the State Government makes rules under this Act providing for all or any of the matters, the rules under the Ws st Bengal Municipal Act, 1993, the Howrah Municipal Corporation Act, 1980, or the Kolkata Municipal Corporation Act, 1980, providing for all or any of the similar matters may be made applicable to the Corporation by the State Government to such zxtent and with such modifications as the State Government may, by notification, specify. (4) All rules made under this Act shall be laid for not less than fourteen days before the State Legislature as soon as possible after they are made and shall be subject to such modifications as the State Legislature may make during the session in which they are so laid. Any modification of the said rules made by the State Legislature shall be published in the Official Gazette, and shall, unless some later date is appointed by the State Government, come into force on the date of such publication.
