(1) If it appears to the Commissioner that any land or building belonging to different owners may be drained or the drainage thereof may be improved more economically or advantageously in combination than separately, the Commissioner may cause such land or building to be drained, or the drainage thereof to be improved, in such manner as he may consider fit. (2) The Commissioner may cause any drain, which has been provided or improved under sub-section (1), to be maintained or repaired in such manner as it may consider fit. (3) All expenses incurred for carrying out the provisions of sub-section (1) or sub-section (2), as the case may be, shall be paid by the owner of the land or the building, as the case may be, in proportion to the benefit derived by him, and in such manner as may be determined by the Corporation.
