(1) Every person who intends to construct, reconstruct or alter a private road shall sent to the Commissioner an application for permission to execute the work of construction, reconstruction or alteration, as the case may be, of such private road. (2) Every such application shall be accompanied by such document and particulars as may be prescribed. (3) Every person applying for permission to construct, reconstruct or alter a private road shall further mark out on the round the alignment of the road for inspection by the Commissioner or by an officer authorised by him in this behalf. (4) The permission referred to in sub-section (1) may be granted or refused or may be granted subject to such condition as the Commissioner may think fit to impose in accordance with such rules as may be made in this behalf.
