No person shall, without, or otherwise than in conformity with the terms of, a licence granted by the Commissioner in this befalf,— (a) carry on, within the Corporation area or at any municipal slaughterhouse situated outside the Corporation area, the trade or business of a butcher, or (b) sell, or expose or hawk for sale, any animal, or any meat or fish, intended for human consumption, in any place other than a municipal market or private market.
