(1) No person shall, without the previous permission of the Commissioner in writing, establish any premises, or materially alter, enlarge or extend any factory or workshop or work-place, in which it is intended to employ steam, electricity, water or other mechanical power. (2) The Commissioner may, in accordance with such regulations as may be made by the Corporation, refuse to give permission under sub-section (1), if he is of opinion that the establishment, alteration, enlargement or extension of such premises, factory, workshop or work-place would be objectionable by reason of the density of population in the neighbourhood thereof or would be a nuisance to the inhabitants of the neighbourhood.
