(1) The Commissioner may, with a view to promoting safety, convenience, privacy, or sanitation, or to securing conformity with the provisions of this Act and the rules and the regulations made thereunder, by order in writing, stating the reasons, require the owner of any existing building to make such alterations therein, and within such period, as may be specified in the order: Provided that before making any such order, the Commissioner shall give the owner an opportunity to show cause why such order should not be made. . (2) An appeal against an order under sub-section (1) shall lie with the Mayor.
