(1) The Board of Councillors may, if so decided at a meeting, constitute special committees for the discharge of any specific function, or for making enquiry and report on any specific matter, and such committees shall have such powers, and shall perform such functions or discharge such duties, as may be provided by resolution in this behalf. (2) Every such committee shall consist of such members of the Board of Councillors, and such other persons, not exceeding one-third of such members, as the Board of Councillors may decide.
