The Commissioner shall, when granting permission conditionally or unconditionally to the construction of a building or execution of a work, specify a period within which the building or, as the case may be, the work is to be completed, and if, the building or the work is not completed within the period so specified, it shall not be continued thereafter without fresh permission unless the Commissioner, on an application made in this behalf, allows an extension of such period: Provided that the Commissioner may, if he considers necessary, require, for reasons to be recorded in writing, a modification of the building plan in case of inordinate delay in completion of the work.
