No person shall occupy, or cause or permit to be occupied, any premises or part thereof constructed or reconstructed after the commencement of this Act until he has obtained a certificate from the Commissioner that there is provided within, or within a reasonable distance of, the premises such supply of wholesome water as appears to the Commissioner to be adequate for the persons who may occupy, or who may be employed in, such premises for their domestic purposes.
