(1) No person shall fraudulently— (a) alter the index to any water meter or prevent any water meter from duly recording the quantity of water supplied; (b) abstract or use water before it has been recorded by a water meter set up for the purpose of recording the abstraction or use of water. (2) The existence of artificial means under the control of a consumer for causing any such alteration, prevention, abstraction or use shall be an evidence that such consumer has fraudulently affected the water meter.
