(1) The Board of Councillors may, on the recommendation of the Chairman-in-Council, from time to time during the year,— (a) increase or reduce the amount of any budget grant under any head; (b) make additional provision in the budget to meet any special or unforeseen requirement arising during the same year; (c) transfer any amount or a portion of any amount of the budget grant under any head to the account of the budget grant under any other head. (2) Every addition or alteration made in the budget grant under sub-section (1) for any year shall be deemed to be included in the budget estimate finally adopted for that year.
