(1) The Board of Councillors may, after previous publication, make regulations not inconsistent with the provisions of this Act or the rules made thereunder for discharging its functions under this Act. 380 The West Bengal Municipal Act, 1993. (2) The draft of regulations shall be published in the manner prescribed and shall not be proceeded with until after the expiration of a period of one month from the date of such publication or such longer pericd as the Board of Councillors may appoint.
