If any building or land, by reason of abandonment, disputed ownership or other cause, remains uncrcupied, and thereby becomes a resort of idle and disorderly persons or if, in the opinion of the Chairman- in-Council, becomes a nuisance, the Chairman-in-Council may, after due inquiry by notice, require the owner or the person claiming to be the owner to se .tire, enclose, clear or cleanse the same.
