(1) Every person who intends to construct, reconstruct, alter, stop up or obstruct any private drain, shall send to the Board of Councillors an application for permission to execute the work. (2) Every such application shall be accompanied by a general. description of the drain. (3) The permission referred to in sub-section (1) may be granted or refused or granted subject to any conditions which the Board of Councillors may think fit to impose in accordance with such rules as may be made in this behalf. (4) No work referred to in sub-section (1) shall be commenced without the written permission of the Board of Councillors. Reconstruc-
