The Chairman may cause the solid wastes to be disposed of at such place or places within or outside the municipal area and in such manner as it considers suitable: Provided that no place, which has not been before the commencement of this Act used for the purpose specified in this •section, shall be used Removal of solid wastes accumulated on non- residential premises.
