While a proposal to promulgate an Ordinance further to extend the period of operation of the Act was being pro- cessed, President's rule was imposed in the State of. West Bengal and the proposed Ordinance could not be promulgat- ed. Since a very short time was left between this develop-, ment and the end of the last session of the Lok Sabha, it was thought best to re-enact the West Bengal Molasses Control Act through a President's Act under the powers delegated to him by the West Bengal State Legislature (Delegation of Powers) Act, 1971 (31 of 1971).
