If any difficulty arises in giving effect to the provisions of this remove diffi- culty. Act, or the rules made thereunder, the State Government may, upon request by the Central Selection Board or by a Principal of any of the Medical or Dental Colleges or on its own initiative, by order, authorise anything to be done which appears to it to be necessary for the purpose of removing such difficulty and the decision of the State Government in this connection shall be final.
