(1) A Board shall be responsible for administering a scheme, and shall exercise such powers and discharge such duties as may be conferred and imposed on it by the scheme. (2) A Board may take such measures as it may deem fit for administering the scheme. (3) Every Board shall submit to the State Government, as soon as may be after the 1st day of April every year and not later than the 30th day of September of that year, an annual report on the working of the scheme during the preceding year. Every such report shall, as soon as may be after it is received, be laid before the State Legislature if it is in session or during the session immediately following the date of receipt thereof. (4) In the exercise of its powers and the discharge of its duties, a Board shall be bound by such directions as the State Government may, for reasons to be stated in writing, give to it from time to time.
