(.1) Any person aggrieved by an order of the licensing authority under section 7 or of the market committee under section 22 refusing to issue or renew a licence may, within thirty days from the date on which the order is communi- cated to him, prefer an appeal to such authority, in such manner and on payment of such fee, not exceeding twenty rupees, as may be prescribed : Provided that the appellate authority may entertain the appeal after the expiry of the said period of thirty days if it is satisfied that the appellant was prevented by suffi- cient cause from filing the appeal in time. (2) On receipt of an appeal under sub-section (1), the appellate authority shall, after giving the appellant an. opportunity of being heard, dispose of the appeal as expedi- tiously as possible and the decision of the appellate authority thereon shall be final.
