The State Government may, by notified order, direct that any power or duty which is conferred or imposed by any provision of this Act upon the State Government shall, in such circumstances and under such conditions, if any, as may be specified in the direction, be exercised or discharged in Calcutta, also by the Commissioner of Police, the First Land Acquisition Collector or the Second Land Acquisition Collector, and else- where, also by the District Magistrate, and Additional District Magistrate or a Special Land Acquisition Officer. (President's Act 20 04 10704 Reasons for the enactment The Bill seeks to make special provision for the maintenance of public order by the prevention of illegal acquisition, possession or use of arms and explosive substances and the suppression of subversive activities endangering public safety and tranquillity. The existing laws being inadequate for dealing with the abnormal law and order situation in West Bengal, it is essential to enact this Bill containing provisions designed to meet the present needs.
