The Livestock Officer or any person authorised by him in writing under section 15 or section 16 may enter any premises, after informing an adult male person resident or in- charge of such premises, at any tithe between sun-rise and sun-set for the purpose of inspecting, branding or tattooing or inoculating or vaccinating any bulls, cows or calves.
