On receipt of an application made under section 3 the officer authorised under that section shall, after making such enquiry and requiring the applicant to furnish such information (if any) as may be necessary and after giving him an opportunity of being heard, either grant or refuse the permission to erect the lift. The permission granted under this section shall be valid for such period as may be prescribed, but may be renewed by the said officer from time to time on sufficient cause being shown.
