The Disciplinary Committee of the State Council or the Appellate Realisation Committee may make such order as to the costs of any proceeding before of costs. it as it may deem fit and any person ordered to pay such costs shall be deemed to be a "certificate debtor" under the Bengal Public Demands Recovery Act, 1913, and shall be realised under the said Act.
