Section 22

(1) No Court inferior to that of a Presidency Magistrate or a Magistrate of the first class shall try any offence punishable under section 21. (2) No prosecution for such offence shall be instituted except by an Inspector with the previous sanction of the Welfare Commissioner. (3) No Court shall take cognizance of such offence, unless complaint thereof is made within six months of the date on which the offence is alleged to have been committed.
