(1) The Board may in each year, by such date and in such form as may be prescribed, prepare and submit to the State Government for its approval two separate budgets for the following year to be called the Khadi Budget and the Village Industries Btdget showing the estimated receipt and expenditure in respect of khadi industries and village industries, respectively, during that year. (2) The State Government may sanction the budgets .submitted to it with such modification as it thinks fit.
