(1) The Vice-Chancellor shall be a whole-time officer of the University and shall be the administrative and academic head of the University. He shall, in the absence of the Chancellor, preside at meetings of the University including any convocation of the University. He shall be an ex-officio member and Chairman of such subordinate authorities constituted by the University as may be prescribed and shall be entitled to be present at and to address any meeting of any other subordinate authority of the University but shall not be entitled to vote thereat. (2) It shall be the duty of the Vice-Chancellor to ensure that the provisions of this Act and the Statutes, Ordinances, Regulations and Rules made thereunder are duly observed and he shall exercise general control over the affairs of the University and exercise all such powers as may be necessary for this purpose. (3) In any emergency which, in the opinion of the Vice- Chancellor, requires that immediate action should be taken, he may take such action as he may deem necessary and shall at the earliest opportunity report his action to the authority which would have ordinarily dealt with the matter : Provided that where any such action taken by the Vice- Chancellor prejudicially affects any person in the service of the University, such person shall be entitled to prefer, within thirty days from the date on which he receives notice of such action, an appeal to the University. (4) The Vice-Chancellor shall exercise such other powers as may be prescribed.
