Whoever commits any offence by— (a) contravening any of the provisons of this Act, or (b) failing to comply with any direction lawfully given to him or any requisition lawfully made to him under this Act, shall, except as otherwise provided in this Act, be punished with fine which may extend to five thousand rupees.
