(1) Any Councillor or Alderman may give notice of raising discussion on a matter of urgent public importance to the Secretary specifying the matter to be raised. (2) Such notice supported by the signature of at least two other elected members shall reach the Secretary at least seventy-two hours before the date on which such discussion is sought and the Secretary shall promptly place it before the Chairman or, in his absence, any member or the panel of Presiding Officers and circulate the same among the members in such manner as he may think fit.
