No person shall, without or otherwise than in-conformity with the terms of a licence granted by the Commissioner in this behalf,— (a) carry on within Howrah or at any municipal slaughter-house without Howrah the trade or business of a butcher, or (h) sell or expose or hawk about for sale any animal or any meat or fish intended for human consumption in any place other than a municipal market or a private market.
