in section 526,— (a) after clause (xiii), the following clause shall be anserted, namely : — "(xiiia) the payment, with the previous approval of the State Government, of grants to colleges or other educational institutions imparting higher education;"; (b) in clause (spiv), the words "above the age speci- fied in section 124" shall be omitted;
