(1) The Board may, with the previous sanction of the State Government, make by-laws, not inconsistent with this Act and rules which may be necessary or expedient for the purpose of carrying out its duties and functions under this Act. (2) A by-law made under this section may provide that a contraven- tion thereof shall be an offence. (3) All by-laws made under this section shall be published in the Official Gazette.
