(1) There shall be established and incorporated a state-aided affiliating University by the name of the Harichand Guruchand University in the district of North 24 Parganas, West Bengal. (2) The first Vice-Chancellor of the University and the first members of the University Council, and all persons who may hereafter become the Vice-Chancellor of the University or the members of the University Council, the Court or the Executive Council, so long as they continue to hold such office or membership, shall constitute a body corporate by the name of the Harichand Guruchand University. (3) The University shall have perpetual succession and a common seal and shall have powers to sue and be sued by the name of the Harichand Guruchand University.
