(1) Notwithstanding anything contained in this Act, a lessee may, for the purpose of transfer of management of Government land held by him on lease to any person, not being the State Government or a Government undertaking, by an instrument creating a power-of-attorney 7 of 1882. within the meaning of the Powers-of-Attorney Act, 1882, or by any other instrument having effect by virtue of any law other than this Act, for reasons beyond his control, make an application to the competent authority in such manner as may be prescribed.
