The competent authority and the appellate authority shall, for the purposes of— (a) summoning and enforcing the attendance of any withness, or (b) production of any document, while performing any function or discharging any duty under this Act, .5 of 1908. have the same powers as are vested in a civil court under the Code of Civil Procedure, 1908, while trying a suit.
