If any dispute arises between a Gram Panchayat or a Panchayat Samiti or a Zilla Parishad or a municipality in the region and the Gorkhaland Territorial Administration such dispute shall be referred by the Gorkhaland Territorial Administration to the Government and the decision of the Government thereon shall be final.
