A ])olice officer may arrest without warrant any person found gaming in any public market, fair, street or thorouglifarc or any place to which the public have or are ]>eriuitted to have access, or any person, setting, for the purpose of gaming, any birds or animals to fight in any- public market, fair, street or thoroughfare or in any place to which the public have or are permitted to have access; or any person there present, aiding and abetting such public fighting of birds and animals.
