If and so often as there be a change in the occupa- tion of any warehouse, the person entering into occupation fails to give a notice and to pay the fees required by section 19 such person shall be punishable, on conviction before a Magistrate, with fine not exceeding, twenty rupees for each day during which he may so use or continue to use such warehouse. .
