Every application for a license under section 14 or under section 15 shall be disposed of within thirty days from the date of its receipt by the Collector and if it is not dis- posed of within that period, the applicant shall not be liable to any penalties under this Act, for the use as a warehouse of the building or place in respect of which the application was made, after the said period of thirty days, so long as such application is not refused by the Collector.
