A Board shall, subject to the provisions of this Act, Procedure have power to regulate its own procedure and may act not- of Boards. withstanding any vacancy in the office of the Chairman or any other member : Provided that the quorum for a meeting shall res pectively be two or three members for a Board consisting of three or five members including the Chairman.
